P\u00ebr grupet e interesit dhe pushtetin vendor, Ministria e Financave dhe Ekonomis\u00eb ka shp\u00ebrndar\u00eb dokumentin \u201cReforma e Taks\u00ebs s\u00eb Pasuris\u00eb 2024- 2028\u201d ku paraqiten shembujt p\u00ebr llogaritjen e taks\u00ebs p\u00ebr secil\u00ebn kategori, duke p\u00ebrfshir\u00eb, nd\u00ebrtesat e banimit, p\u00ebr q\u00ebllime biznesi, si dhe p\u00ebr truallin, tok\u00ebn bujq\u00ebsore dhe pyjore.<\/p>\n<p>Drafti i ri parashikohet t\u00eb hyj\u00eb n\u00eb fuqi nga 1 janari 2026 p\u00ebr nd\u00ebrtesat, nd\u00ebrsa p\u00ebr kategorit\u00eb q\u00eb p\u00ebrfshin parcela, tok\u00eb bujq\u00ebsore dhe truall nga 1 janari 2028. Projektligji i ri jo vet\u00ebm rrit nivelin e taks\u00ebs, por ndryshon edhe metodologjin\u00eb p\u00ebr llogaritjen e \u00e7mimeve mesatare p\u00ebr t\u00eb gjitha kategorit\u00eb e pasurive t\u00eb paluajtshme, ky synohet t\u2019u afrohen vler\u00ebs s\u00eb tregut. Drafti propozon q\u00eb niveli i taks\u00ebs p\u00ebr nd\u00ebrtesat e kategoris\u00eb rezidenciale t\u00eb varioj\u00eb nga 0,1% deri n\u00eb 0,2% nga 0,05% q\u00eb \u00ebsht\u00eb aktualisht, p\u00ebr nd\u00ebrtesat tregtare nga 0,15 deri n\u00eb 0,25% nga 0,2% q\u00eb \u00ebsht\u00eb dhe p\u00ebr nd\u00ebrtesat bujq\u00ebsore dhe industriale niveli i taks\u00ebs varion nga 0,15 deri 0,25%.<\/p>\n<p>Taksa p\u00ebr t\u00eb gjitha kategorit\u00eb e pasurive t\u00eb paluajtshme do t\u00eb llogaritet mbi vler\u00ebn e re t\u00eb pron\u00ebs. Vlera do t\u00eb p\u00ebrcaktohet n\u00eb nj\u00eb hart\u00eb te re me \u00e7mime mesatare referuese, por e ndar\u00eb p\u00ebr nj\u00ebsit\u00eb e nd\u00ebrtesave rezidenciale, t\u00eb sh\u00ebrbimit, si dhe \u00e7mimet mesatare referuese t\u00eb parcelave, duke p\u00ebrfshir\u00eb t\u00eb\u00a0truallit, tok\u00ebs bujq\u00ebsore dhe asaj pyjore.<\/p>\n<p>Sipas dokumentit p\u00ebr Reform\u00ebn e Taks\u00ebs, p\u00ebr parcelat do t\u00eb jet\u00eb Agjencia Shtet\u00ebrore e Kadastr\u00ebs q\u00eb do t\u00eb p\u00ebrgatis\u00eb, n\u00eb p\u00ebrputhje me legjislacionin n\u00eb fuqi, zonat e vlerave dhe \u00e7mimet referuese. Nd\u00ebrsa, Drejtoria e P\u00ebrgjithshme e Taks\u00ebs s\u00eb Pasuris\u00eb do t\u00eb p\u00ebrcaktoj\u00eb, zonat e vlerave dhe \u00e7mimet referuese p\u00ebr nj\u00ebsit\u00eb e nd\u00ebrtesave, si dhe vlerat e vler\u00ebsuara t\u00eb pasurive t\u00eb paluajtshme.<\/p>\n<p><strong>TAKSA PER SHTEPITE<\/strong><\/p>\n<p>Sipas shembujve t\u00eb Ministris\u00eb s\u00eb Financave, detyrimi i taks\u00ebs p\u00ebr apartamentet do t\u00eb rritet nga 18 deri 50%. Taksa e nd\u00ebrtes\u00ebs p\u00ebr sht\u00ebpit\u00eb, aktualisht \u00ebsht\u00eb 0,05% e vler\u00ebs s\u00eb sht\u00ebpis\u00eb. Vlera e apartamentit p\u00ebrcaktohet n\u00ebp\u00ebrmjet \u00e7mimeve fiskale referuese q\u00eb jan\u00eb n\u00eb fuqi. Me draftin e ri, taksa p\u00ebr nd\u00ebrtesat rezidenciale propozohet t\u00eb varioj\u00eb nga 0,1% deri n\u00eb 0,2%. Drafti propozon zbritje 50% t\u00eb vler\u00ebs s\u00eb vler\u00ebsuar t\u00eb banes\u00ebs s\u00eb par\u00eb, por n\u00eb \u00e7do rast, jo m\u00eb shum\u00eb se pragu maksimal i zbritjes i ndar\u00eb p\u00ebr 4 kategori bashkish (kategorit\u00eb jan\u00eb p\u00ebrcaktuar n\u00eb shtojc\u00ebn 1 t\u00eb k\u00ebtij draftit) apo pragu maksimal i vendosur nga K\u00ebshilli Bashkiak.<\/p>\n<p>Referuar shembujve t\u00eb Ministris\u00eb s\u00eb Financave p\u00ebr nj\u00eb apartament me sip\u00ebrfaqe 72 m2 n\u00eb Tiran\u00eb me \u00e7mim mesatar referues prej 100,000 lek\u00eb\/m2 vlera e sht\u00ebpis\u00eb \u00ebsht\u00eb 7,200,000 lek\u00eb. Aktualisht, detyrimi vjetor p\u00ebr k\u00ebt\u00eb apartament \u00ebsht\u00eb 3,600 lek\u00eb. Me formul\u00ebn e re, pasi i zbritet 50% e vler\u00ebs s\u00eb sht\u00ebpis\u00eb, e llogaritur me shkall\u00ebn e taks\u00ebs 0,12% p\u00ebr vler\u00ebn e mbetur prej 3,600,000 lek\u00eb detyrimi do t\u00eb jet\u00eb 4,320 lek\u00eb n\u00eb vit. Rritja \u00ebsht\u00eb 18%.<\/p>\n<p>Nd\u00ebrsa p\u00ebr nj\u00eb apartament me sip\u00ebrfaqe me 100 m2 n\u00eb Tiran\u00eb me \u00e7mim referenc\u00eb mesatar t\u00eb supozuar 150,000 p\u00ebr met\u00ebr katror me ligjin e ri detyrimi p\u00ebr taks\u00ebn do t\u00eb jet\u00eb 12,600 lek\u00eb n\u00eb vit nga 7,500 lek\u00eb q\u00eb paguan aktualisht. Rritja 50%. P\u00ebr nj\u00eb apartament n\u00eb Vlor\u00eb me sip\u00ebrfaqe 110 metra katror me \u00e7mim referenc\u00eb 90,000 lek\u00eb p\u00ebr met\u00ebr katror, duke i zbritur nga vlera 3,000,000 lek\u00eb (Bashkia e Vlor\u00ebs p\u00ebrfshihet n\u00eb kategorin\u00eb e dyt\u00eb, ku zbritja e vler\u00ebs s\u00eb sht\u00ebpis\u00eb s\u00eb pa taksueshme \u00ebsht\u00eb deri n\u00eb pragun e 3,000,000 lek\u00ebve) do t\u00eb paguhet 8,280 lek\u00eb taks\u00eb n\u00eb vit nga 4,950 lek\u00eb q\u00eb paguhet aktualisht. Rritja do t\u00eb jet\u00eb 50%.<\/p>\n<p>Me formul\u00ebn e re rritje t\u00eb taks\u00ebs s\u00eb nd\u00ebrtes\u00ebs p\u00ebr sht\u00ebpit\u00eb do t\u00eb ket\u00eb edhe p\u00ebr Bashkin\u00eb Memaliaj nga 18 deri 49% sipas shembujve t\u00eb paraqitur n\u00eb dokumentin e Ministris\u00eb s\u00eb Financave.<\/p>\n<p><strong>TAKSA PER DYQANET<\/strong><\/p>\n<p>Detyrimet p\u00ebr taks\u00ebn vjetore t\u00eb nd\u00ebrtesave nga 2026 do t\u00eb rriten edhe p\u00ebr pronar\u00ebt e dyqaneve. Aktualisht\u00a0formula e llogaritjes s\u00eb vler\u00ebs s\u00eb taks\u00ebs s\u00eb nd\u00ebrtes\u00ebs ku zhvillohet aktiviteti ekonomik, parashikon q\u00eb taksa \u00ebsht\u00eb 0,2% e vler\u00ebs s\u00eb dyqanit, nd\u00ebrsa vlera e dyqanit n\u00eb Tiran\u00eb llogaritet sa dyfishi i \u00e7mimit fiskal p\u00ebr met\u00ebr katror t\u00eb apartamenteve.<\/p>\n<p>Shkalla e taks\u00ebs s\u00eb nd\u00ebrtes\u00ebs p\u00ebr dyqanet nga 2026 parashikohet t\u00eb jet\u00eb nga 0,15% deri 0,25%. Vlera referuese t\u00eb \u00e7mimeve mesatare p\u00ebr dyqanet do t\u00eb jen\u00eb t\u00eb reja t\u00eb p\u00ebrcaktuara n\u00eb hart\u00ebn e vler\u00ebs s\u00eb re t\u00eb pronave.<\/p>\n<p>N\u00eb tabel\u00ebn me shembujt e paraqitur nga Ministria e Financave pronari i nj\u00eb dyqani n\u00eb Tiran\u00eb me sip\u00ebrfaqe 50% nga 30,000 lek\u00eb taks\u00eb n\u00eb vit q\u00eb paguan aktualisht, pas miratimit t\u00eb ligjit t\u00eb ri do t\u00eb paguaj\u00eb 37,500 lek\u00eb n\u00eb vit (e llogaritur me shkall\u00ebn e taks\u00ebs 0,25%). Rritja \u00ebsht\u00eb 7,500 lek\u00eb n\u00eb vit apo 25%.
